ROSTAN Solutions, LLC, (ROSTAN) is a Florida Limited Liability Company tracing its origins to Malcolm Pirnie, Inc. (Malcolm Pirnie). In response to increasing client interest in the late 1990’s, Malcolm Pirnie developed an emergency planning and disaster recovery management practice to assist its clients in addressing their disaster management needs. In 2006, Malcolm Pirnie created ROSTAN as a wholly-owned subsidiary. In 2009, after 109 years, Malcolm Pirnie merged with Arcadis US, Inc. (ARCADIS). In 2013, ARCADIS divested ROSTAN, and ROSTAN became an independent privately-owned business.
ROSTAN is a company with a history of providing critical assistance to our clients in their time of need. We have experience in federal, state, and local disaster recovery and mitigation programs related to presidentially declared disaster events and have assisted state and local governments throughout all disaster recovery phases and have provided debris management and Automated Debris Management System services to the U.S. Army Corps of Engineers.

ROSTAN’s key disaster debris management personnel have more than 100 years of combined experience in disaster recovery operations resulting from earthquakes, floods, tornadoes, snow/ice storms and hurricanes. In addition, our team is very familiar with, and has recent and on-going experience related to, pre- and post-disaster programs such as debris management plans, 406, 404 and CDBG Mitigation grants, as well as demolition of commercial and private residential structures.
Our staff are also intimately familiar with the Federal Emergency Management Administration, National Resource Conservation service (NRCS), U.S. Department of Housing and Urban Development (HUD), and the Federal Highway Administration (FHWA). Our staff have hands-on experience dealing with these agencies’ policies, procedures and disaster specific requirements.
ROSTAN’s disaster debris management approach utilizes our HaulPass® system for debris tracking, invoice reconciliation, and FEMA reimbursement documentation. This automated data management tool virtually eliminates arduous and sometimes erroneous data entry errors and entirely eliminates lost load tickets. HaulPass® provides the capability to rapidly generate documentation in support of FEMA project worksheet development as well as development of detailed damage and inspection reports.
Regardless of the funding agency, we work diligently with FEMA and state emergency management representatives to minimize costs so that our clients receive the maximum reimbursement possible. Collectively, our team has assisted clients in receiving billions of dollars in reimbursement funding within the past ten years.
