Deputy Director of Project Management & Technical Services

Ms. Cobb brings over eight years of experience managing complex projects and diverse funding sources within local government operations in Louisiana. She has successfully led initiatives under FEMA’s Hazard Mitigation Grant Program (HMGP), Public Assistance (PA) programs, Community Development Block Grant, and other federal and state funding streams. Her project management expertise spans the full lifecycle from application development and budgeting to implementation, compliance, and closeout.

Ms. Cobb has directed procurement activities including requests for qualifications, bid development, advertisement, contractor selection, and compliance documentation, ensuring adherence to state and federal regulations. She possesses a deep understanding of governmental operations, with demonstrated proficiency in governmental accounting, single audit requirements, and procurement processes. Ms. Cobb excels in coordinating multidisciplinary teams and aligning stakeholders, funding agencies, state agencies, contractors, and clients to achieve project objectives on time and within budget. Her ability to develop schedules, monitor progress, mitigate risks, and maintain transparent communication ensures streamlined execution and accountability.
