Stefani Muscat

Director of Business Operations

Ms. Muscat has over 15 years of experience assisting FEMA recipients and subrecipients navigating FEMA’s complex and challenging Public Assistance programs, with over 7 years as a dedicated consultant to GOHSEP staff and senior leadership troubleshooting programmatic issues, advising on process and system enhancements, and developing methodologies for policy implementation. Ms. Muscat has expert knowledge of the FEMA PA programs as well as FEMA’s laws, regulations, and policies, and is also known for her critical thinking and data analytical skills. Her significant critical thinking and programmatic analytical skills have helped hundreds of sub‐recipients identify solutions to the challenges of the FEMA PA program, maximizing the reimbursement potential of FEMA funding.  

Ms. Muscat joined Rostan in 2019 and oversees the management and operations of disaster recovery, construction management, and program management services. During her career, Ms. Muscat has effectively disseminated policy guidance, shared knowledge, led by example, communicated effectively, developed strategic action plans, and exhibited targeted follow through in her positions of responsibility.
